It is extremely important to find ways to optimize the Israel’s education system, ways to modernize it in areas that are adequate to change the external conditions of functioning. To solve this problem, it is of great importance to study and model formalization of the experience of the functioning of educational systems and the conditions for their effectiveness. In the modern scientific literature, several models of the development of education systems are singled out according to various criteria.
